- Began a restructuring of the Department of Social Services welfare system, merging the DSS's Income Maintenance Bureau with the Adult and Employment Services Bureau. (1997)

- Welfare reform -- Adopted new guidelines to move from assistance to self-sufficiency. (1996)
- Domestic Violence Prevention Policy -- The "Spousal and Children's Protection Act." (1996)

- Established a child care center at the County Administration Center or other downtown county building. (1996)
- Supported San Diego County federal demonstration project that will require 16- to 18-year-old teens to attend school full-time in order to be eligible for Aid to Families with Dependent Children (AFDC). (1996)
- Gave more than 1,000 tickets to worthy children through Tickets for Kids. (1996)
- Established a $4 million Children's Trust Fund solely for prevention programs for children. (1996)
- Added $3 million to the County's Medical Services budget. (1996)
- Prevented funding cuts in the Commission on the Status of Women. (1996)
- Supported transfer of child support enforcement and collection activities to the District Attorney. (1996)
