Pam on Transportation and Open Space ...
Pam Slater secured more than $100 million to complete Highway 56 and over $180 million to widen I-15 and I-5 (see North County Times article). And, for the first time, she required new development to pay for freeway and street improvements before home construction begins. While the politicians were complaining about traffic, she has been getting the job done.
Some of Pam's Transportation Accomplishments
- Obtained the support of the Californian Transportation Commission, The California High Speed Rail authority, the US Fish and Wildlife service, the state Fish & Game, CalTrans, and the SANDAG Board of Directors for an environmental and economic study of the entire rail corridor controlled by NCTD before any more piecemeal double tracking projects move forward. Recommended that the County Board of Supervisors confirm its commitment to make a significant financial contribution to the construction of State Route 56 of $20 million. Approved by the Board of Supervisors. (1999)
Recommended, and the SANDAG Transportation Committee and SANDAG Board of Directors approved, that $77.7 million of unanticipated federal congestion mitigation and air quality dollars be allocated to improvements on 1- 15 and 1-5 including:
- I-15 managed lanes/HOV lanes phase I
- I-5 HOV Lane cost increase (1999)

Designated a Board subcommittee to meet with a subcommittee of the Riverside County Board of Supervisors to discuss transportation issues along the Interstate 15 corridor. (1998)
Directed county staff to join with local City Attorneys to create a region wide standard for determining traffic impacts to the regional arterial system and freeway system. (1998)
Convened the REAL Action Committee to find solutions for mitigating the traffic congestion on the Interstate 15 corridor. (1998)
Proposed state legislation to empower the County of San Diego to set a speed limit of 35 MPH on specific highways, other than State highways, that are located in Rural Residence Zones. (1998)

- The Board of Supervisors approved my recommendation and transferred 222.88 acres of park land to the San Dieguito River Park Joint Powers Authority. (1999)
Allocated a total of approximately $1 million from the District Three Discretionary Budget to community organizations. The funds were divided among such organizations as the Batiquitos Lagoon Foundation, the San Dieguito River Park JPA, the San Elijo Lagoon Conservancy, the Quail Botanical Gardens Foundation, San Dieguito Park, and county libraries at Del Mar, Rancho Santa Fe, Cardiff, Solana Beach and Encinitas. Supported the San Dieguito River Valley Regional Open Space Park Joint Powers Authority and the mitigation plan for a 150-acre wetlands restoration project at the San Dieguito Lagoon. (1997)
