ACCOMPLISHMENTS IN 1999
- County of San Diego Memorandum of Understanding with the San Diego City Attorney and San Diego Domestic Violence Council.
- Countywide sheltering program for animals of women and children fleeing domestic violence.
- Complete Review of all of the County of San Diego's Anti-Tobacco Programs to Measure Their Effectiveness.
- Co-chaired Elected Official's Domestic Violence Summit with City Attorney, Casey Gwinn.
- Chair of the Proposition 10 Commission (Children and Families First).
- Supported a regional Cancer Center.
- Sought a legislative policy for the "Prohibition of General Relief Eligibility for Convicted Drug Felons."
- Added $4 million to enhance senior services, added $2 million to improve transportation needs for seniors.
- Prioritized Cardiff Library to be built.
- Started a Domestic Violence Response Team in Encinitas.
- Regionalized the Adult mental health system and approved design of the children's mental health system (Heartbeat).
- Considering outsourcing IT functions to improve employee productivity and service to the public. Three teams of world-class IT providers are vying to win the contract, worth almost $1 billion over ten years.
- For the first time, a two-year Operational Plan was presented to and approved by the Board of Supervisors. This two-year Operational Plan dovetails with a larger, five-year strategic plan. It includes money for employee raises every year and contains no gaps requiring "quick fixes" - such as using "one-time" revenue to meet ongoing obligations.
- Five new libraries for the communities of Cardiff, Bonita, Rancho San Diego, Spring Valley and Valley Center are included, along with the expansion of library services at existing branches.
- The $1.7 billion Treasurer's Pool rating was upgraded to AAA by all the major rating agencies.
- The Treasurer/Tax Collector and the Board of Supervisors destroyed the last derivative held by the County Pool. The County has not purchased derivative securities since the Orange County fiscal troubles, and gradually phased out all derivatives in the pool as they came to maturity.
- The County's debt rating was upgraded to A+ by Standard & Poor.
- The Board approved conduit financing of $15 million for the San Diego Museum of Natural History. The County secured bonds by its good offices to allow the Museum to expand its Balboa Park facility at no risk to the County or its Pool.
- Chairwoman Slater received a NACo (National Association of Counties) Achievement Award for her innovative Employee PC Purchase Incentive Program. This program allowed employees to purchase PC for home use from top vendors at zero percent (0%) financing with payment over 30 months by payroll deduction.
- The County completed its Reengineering and Competition effort, resulting in $32 million in savings. These savings were reinvested into the community and front-line services. CSAC, the California Association of Counties recognized San Diego County's leading efforts in reinventing government by awarding it a CSAC Challenge Award.
- "The Jewel on the Bay," the San Diego County Administration building is undergoing a multimillion dollar renovation to restore the historic building to its original configuration. In addition, three floors of the ten-story tower is being reopened to public use after being closed for decades.
- Obtained the support of the Californian Transportation Commission, The California High Speed Rail authority, the US Fish and Wildlife service, the state Fish & Game, CalTrans, and the SANDAG Board of Directors for an environmental and economic study of the entire rail corridor controlled by NCTD before any more piecemeal double tracking projects move forward.
- Allocated $929,750 for MSCP property acquisition in District Three including Rancho Vista and Lusardi Creek Preserve properties.
- Directed the Chief Administrative Officer to evaluate the feasibility and costs of constructing "Family Restrooms" to increase public safety, in particular for our children, in county parks planned for construction or rehabilitation. This action is known as the Matthew Cecchi Public Safety Act.
- Recommended that the County Board of Supervisors confirm its commitment to make a significant financial contribution to the construction of State Route 56 of $20 million. Approved by the Board of Supervisors.
- The Board approved my board letter in February directing the CAO to partner with the City of San Diego to identify potential sources of contamination from storm drains using DNA testing.
- The Board approved my board letter supporting AB 64, the California Public Beach Enhancement Act, authored by assemblywoman Denise Ducheny.
- Recommended, and the SANDAG Transportation Committee and SANDAG Board of Directors approved, that $77.7 million of unanticipated federal congestion mitigation and air quality dollars be allocated to improvements on 1- 15 and 1-5 including:
- 1- 15 managed lanes/HOV lanes phase I
- 1-5 HOV Lane cost increase
- Negotiated with major developers of projects in North County (4S Ranch and Black Mountain Ranch) to obtain a total of $43 million for 1- 15 and SR 56.
- The Board of Supervisors approved my recommendation and transferred 222.88 acres of park land to the San Dieguito River Park Joint Powers Authority.
- Supported putting more funds toward law enforcement. Funding for the Sheriff s Department, which provides law enforcement to the unincorporated area and nine contracted cities, has been increased 46 percent since 1993, up from $157 million to $230 million.
- The Sheriffs Department now employs nearly 1,800 deputies, detectives and corrections deputies - the highest number of cops on the street in the county's history.
- Proposed and won approval for a consolidation of the San Diego Marshal's office and the Sheriff's Department. This merger will result in increased efficiency and an improved level of service in serving outstanding warrants.
- Appropriated $95,000 to buy supplies for the Senior Volunteer Patrol programs serving the unincorporated areas and the North Coastal cities.
- Supported and approved a 10 percent pay hike over two years for Sheriff s deputies.
- Approved the re-engineering of the County's Probation Department, which resulted in 55 more probation officers being on the streets to supervise convicted offenders.
- To help prevent wildfires and lessen the damage they cause, Supervisor Slater helped form the San Diego Fire Safe Council, comprised of representatives from fire agencies, the building industry and government.
