  • Open space preservation projects

  • Innovative energy building review
  • County assistance to the victims of the Harmony Grove fire
  • San Dieguito Community Park groundbreaking
  • Transfer of land to the San Dieguito River Park Joint Powers Authority
  • Health warning signs at 19 storm-water drain outfalls
  • Redesign of County property at 1600 and 1700 Pacific Highway
  • Representation of San Dieguito River Park JPA at Coastal Commission meeting, supporting the 150-acre wetlands restoration project at San Dieguito Lagoon.
  • Selected to serve on the San Diego Association of Government's Shoreline Erosion Committee.

HEALTH, SOCIAL SERVICES/WOMEN & CHILDREN

  • Welfare reform -- Adopted new guidelines to move from assistance to self-sufficiency.
  • Domestic Violence Prevention Policy -- The "Spousal and Children's Protection Act."
  • Proposition A - the countywide quarter-cent sales tax measure.
  • Established a Breast Cancer Trust Fund
  • Established a child care center at the County Administration Center or other downtown county building.
  • Developed changes to an ordinance to further prevent deaths of children due to pool drownings
  • Named by the California Environmental Health Association as Legislator of the Year.
  • Directed county staff to move welfare office out from leased space at 25th and Imperial and into the county-owned Mills building.
  • Supported San Diego County federal demonstration project that will require 16- to 18-year-old teens to attend school full-time in order to be eligible for Aid to Families with Dependent Children (AFDC).
  • Gave more than 1,000 tickets to worthy children through Tickets for Kids.
  • Established a $4 million Children's Trust Fund solely for prevention programs for children.
  • Added $3 million to the County's Medical Services budget.
  • Prevented funding cuts in the Commission on the Status of Women.
  • Supported transfer of child support enforcement and collection activities to the District Attorney.

CRIMINAL JUSTICE/LAW ENFORCEMENT

  • Supported and influenced approval of the North County courthouse expansion project.
  • Provided funding for new equipment and staff at Sheriffs crime lab.
  • Developed the county's new policy on Proposition 172 growth funds, ensuring they benefit law enforcement.
  • Established six-month pilot project to issue microcassette recorders to Sheriffs deputies.
  • Developed new policy regarding seized assets and family support.
  • Provided funding for additional Sheriffs deputies in the unincorporated area.
  • Established the financing plan for the Regional 800 Mhz Communications System.
  • Approved, with other board members, the plan for a North County drug court.

GENERAL COUNTY

  • Submitted the proposal, which was approved by the board, that the county create the position of a countywide endowment officer.
  • Fielding of Network of Informational and Transactional Kiosks.
  • San Diego County AFFINITY Credit Card.
  • Requested Oil Companies explain the high price of gasoline in San Diego County -- prior to Board Hearing.
  • County's new INTERNET Home page -- an outgrowth of the SDCINET Bulletin Board system initiated by Supervisor Slater.
  • Fiscal Year 1996-97 Adopted Budget adopted before new fiscal year. Additional $20,000 to San Elijo Lagoon Project.
  • Community Enhancement Funds -- Allocated $410,000 to Chambers, Tourism and the Arts.
  • Board's Representative to California State Association of Counties (CSAC). Housing, Land Use and Transportation Policy Committee Chair; member, Executive Committee.
  • Board's representative to Urban County Caucus; vice chair.

ECONOMIC DEVELOPMENT

  • SGS Thomson Microelectronics Personal Property tax rebate.
  • Assisted Sony Corp. in working with the Poway Unified School District to find suitable land for an expansion.
  • Issued quick reference handbook for one-stop permit centers.
  • Authorized the "Early Assistance Program" to help businesses get through the bureaucratic maze of government.
  • Hired a new Chief Administrative Officer from the private sector.
  • Hired a local firm, Carpi & Clay in association with Nielsen, Merksamer, Parrinello, Mueller and Naylor, to provide government relations for San Diego County.
  • Stepped up the county's mailed permits program through Environmental Health.
  • Approved proposal to have the County accept the Discover card to pay for permits.
  • Faxed applications for minor ministerial permits are now possible.

ANIMAL CONTROL

  • North County Shelter upgrade project, which added 16 new kennels.
  • Established the Relief Veterinarian program.
  • Approved contract for Implantable Pet Identification Microchips.
  • Supported one-stop dog licensing, allowing vets to issue dog licenses to owners.
  • Received the Vision and Leadership award from the San Diego County Department of Animal Control.
