ACCOMPLISHMENTS IN 1997
  • Supported state legislation to give tax credits to residents who replace residential wood-shake roofs with new roofs composed of fire resistant materials.
  • Supported the San Dieguito River Valley Regional Open Space Park Joint Powers Authority and the mitigation plan for a 150-acre wetlands restoration project at the San Dieguito Lagoon.
  • Created a Contract Review Committee to review all contracts for services and evaluate the policies, procedures and practices which govern the County's contracts for services.
  • Proposed and won approval for policies that affirm the County's commitment to resource-efficient building practices (known as "Sustainable Building Programs or "Green Building Programs")
  • Developed, along with Supervisor Cox, the Memorandum of Understanding regarding the North Embarcadero visionary plan.
  • Began a restructuring of the Department of Social Services welfare system, merging the DSS's Income Maintenance Bureau with the Adult and Employment Services Bureau.
  • Developed, along with Supervisor Jacob, a County Internet policy which addresses the issue of County Library computers being used to access pornography.
  • Began a partnership between the County and San Diego Gas & Electric to conduct a solar electric, covered parking generation system demonstration project at the County Administration Center parking lot.
  • Allocated $50,000 in funds to provide for an emergency opening of the mouth of the San Elijo Lagoon.
  • Proposed and won support for the first ever San Diego County Summit on Aging.
  • Proposed the formation of the San Diego County Library Authority to have the Authority submit to County voters a 1/4-cent sales tax increase for five years only, exclusively for community and neighborhood library purposes.
  • Won support for a program to give an option to jurors who do not wish to collect their jury duty fees but rather direct the funds to charities instead.
  • Proposed changes in state law to require all sexual offenders to show verifiable proof of residency when registering with local law enforcement agencies, at their initial registration, at annual updates, on the anniversary of their date of birth and when they move to another jurisdiction.
  • Directed a Chief Administrative Officer and County Counsel review of the proposed Rural Heritage and Watershed Initiative.
  • Proposed authorizing a manufacturing personal property tax rebate for LG InfoComm, Inc., retaining 55 jobs and adding 250 new jobs over a 3-year period.
