ACCOMPLISHMENTS IN 1998
- Proposed plan to donate surplus County computers to local schools and nonprofit organizations within San Diego County
- Designated a Board subcommittee to meet with a subcommittee of the Riverside County Board of Supervisors to discuss transportation issues along the Interstate 15 corridor.
- Won Board support for Proposition L, the Community Libraries Enhancement Ordinance.
- Directed county staff to join with local City Attorneys to create a region wide standard for determining traffic impacts to the regional arterial system and freeway system.
- Allocated a total of approximately $1 million from the District Three Discretionary Budget to community organizations. The funds were divided among such organizations as the Batiquitos Lagoon Foundation, the San Dieguito River Park JPA, the San Elijo Lagoon Conservancy, the Quail Botanical Gardens Foundation, San Dieguito Park, and county libraries at Del Mar, Rancho Santa Fe, Cardiff, Solana Beach and Encinitas.
- Convened the REAL Action Committee to find solutions for mitigating the traffic congestion on the Interstate 15 corridor.
- Proposed state legislation to empower the County of San Diego to set a speed limit of 35 MPH on specific highways, other than State highways, that are located in Rural Residence Zones.
- Directed the Chief Administrative Officer to explore the feasibility and costs of building a new library in Cardiff-by-the-Sea.
- Directed County staff to report on the County's Ombudsman program and how the program can be improved to help prevent elder abuse.
- Won support from the Board of Supervisors for a formal position opposing offshore oil drilling off California's coastline.
- Proposed and won approval to create an automated victim notification system to protect crime victims, particularly victims of rape, stalking and domestic violence.
- Won approval from the Board of Supervisors to oppose a proposed rate increase to directory assistance by a telecommunications company before the Public Utilities Commission and express concern about the lack of true, open competition.
- Created, along with San Diego City Councilwoman Valerie Stallings, a public-private committee to find a new site and build a new central animal shelter. Allocated $175,000 to build new security kennels at the South County animal shelter, freeing up about 30 spaces for adoptable animals at the Central and North County shelters.
